I ran into a "roadblock"where I couldn't log in (your PC is running outta resources, so you cannot log in), bypassed it, and restarted my PC. Now I can't turn it on. Help?

Describe what you mean by "your computer is out of resource" and "bypassed it". I've never heard of nor encountered either message in 15 years supporting computers. Also provide more detail about "I can't turn it on" Is it not getting power? Does it boot at all? Getting to the logon screen?
