I have been running Outlook 2007 in Vista. When I upgrade to Windows 7 will I have to buy a new Outlook license or is there a way to re-load my old version of Outlook? Outlook came bundled with my Dell desktop so don't know if I have Outlook on a disk.

If you upgrade, then Outlook should still be there. If you do a clean install, you will need to reinstall Outlook but you can use the same key since you will nolonger be using it with Vista.
