Have you tried rebuilding your icon cache? How to Rebuild a Broken Icon Cache in Windows 10
I have no folders, can't view images, control panel has no images next to the text, I have tried system restore, rebuild cache, delete iconcache.db, sfc /scannow and no fix!!!
I believe it's KB3199986 because it has created lots of issues from what I have read.
