In C:\users\user I see a file called 'private' which is 10 gigabytes long. Does this originate from a Windows 7 process? If so, can I safely delete it?

Solution
Have you created the user named user? Is there anything else in the user folder in Users? If you didn't create it/don't want it then you can remove the user and any associated files and folders.

Can you post some screen shots? I for one have not heard of this.

I don't know if these are helpful but two shots of 'Properties' are here. I also looked at it using a hex editor but am none the wiser - there is nothing obvious to see.Link RemovedLink Removed
