Gwangju–Jeonnam’s newly integrated special city plans to unite Chonnam National University, the Gwangju Institute of Science and Technology, and Korea Energy Engineering University under a proposed Semiconductor Joint Engineering College—a shared education and research platform designed to supply a planned regional chip cluster with job-ready talent.
As reported by Maeil Business Newspaper on July 28, the project would not create a fourth university. Instead, it would link the three institutions through joint courses, shared faculty and facilities, industry-designed curricula, internships, and field training. The stated goal is to train both practical engineers and R&D specialists for semiconductor companies operating in the region.
The education plan is tied to the government-backed semiconductor megaproject in the Gwangju and South Jeolla region, described locally as an 800 trillion won initiative. Regional leaders are attempting to avoid a familiar weakness in large industrial developments: building land, power and incentives first, then competing for already scarce engineers.
The integrated city says it can produce 6,333 semiconductor professionals annually through 42 educational institutions and 10 graduate schools. That figure is a capacity target, not a guarantee of graduate placement or corporate hiring, but it shows the scale of the workforce ambition attached to the fab proposal.
KENTECH brings a different but strategically relevant capability: electrical power and energy research. That matters because a modern fab depends not only on process engineers and chip designers, but also on high-reliability power infrastructure, water systems, facilities operations and energy management.
The proposed joint college therefore aims to span chip design, manufacturing processes and power infrastructure rather than concentrate solely on IC design. For an industrial cluster still being assembled, that broader scope could prove more useful than a conventional semiconductor degree program built around a single discipline.
That is why corporate participation in course design is central to the proposal. The city wants companies involved before students enter the pipeline, with graduates able to move directly into local roles. Whether that becomes a genuine regional hiring loop will depend on the timing and final scale of factory construction, not simply on the number of students enrolled.
For Windows and enterprise IT professionals, the important distinction is that this is not merely a university branding exercise. Semiconductor plants increasingly require a broad technical workforce that crosses hardware engineering, automation, industrial networking, cybersecurity, data systems and power operations.
