Troubleshooting INVALID_IO_BOOST_STATE (13c) Error on Server Since April

So since April one of our servers has been getting this invalid boost state error. i look and i dig and i cant figure out why.

I have done a full memtest on the host and everything is fine
I have done a full file system check and it's good
Windows is fully up to date

I have attached the first and most recent dump files. if anyone can help that would be awesome!
