Not much information to go on. Download process explorer, run it as administrator .Process Explorer
- Right click the process and select "Check VirusTotal" this should give you a good idea if it's malicious.

it sould be HP (Real Time Measurement AGENT) ... I'm not a fan of HP but I know their software tries to store the data so you can see from a week ago as different to the basic windows which is only NOW.
To the OP... have you tried to start the service manually and it won't kick in?
