I'm looking for an app that can create video dvds with maximum 10mb bitrate and supports the 1600kbps audio bitrate (i think is only LPCM). Also a good video converter
with the same abilities. Also i want the apps to have the ability for video to be stretched at full screen at either
4:3 and 16:9 aspect ratio.

I use the Internet converter on a regular basis, as I work as a videographer, and therefore I often need to download videos from the Internet. Most often, I use clipconverter for such cases. You can use it online or download it to your phone. It is more convenient for me to do this on a computer, so I downloaded it to my windows. Its main advantages are that it is free and does not bother with annoying ads. The converter works with many video services, and its easy-to-use interface allows you to download videos from more Internet sites such as Instagram, Facebook, YouTube, TikTok and use them in your work without any difficulties.
