today windows 10 update 1903 was installed with a vocalized Cortana which I will never use and do not want. I uninstalled it easily in previous 1809 but find only very complicated methods to do so in 1903. How can I uninstall, delete, or otherwise close Cortana

It barely uses any resources so just disabling it's app permissions is more than sufficient.

System Settings > Privacy. Go through each app permission category and turn off Cortana
