I prefer NOT to update my Win 8 system by using the Microsoft Store.

As far as I know there is somewhere a full offline package which can be downloaded.
After start of this package my Win8 will by update to 8.1

Where exactly can I download it?

A wsus is about the only way unless you work somewhere that Microsoft is happy to trust.
