how would i draw a semi-transparent rectangle with code for use with Microsoft.WindowsAPICodePack.Taskbar.TaskbarManager.Instance.SetOverlayIcon?

I'm not that familiar with the Windows API Code Pack, but I'm downloading it now, it seems very useful. Why half of this stuff isnt in .NET Framework 4.0 is beyond me...
