Where can I get a Croatian text-to-speech voice so that Microsoft Narrator can speak in Croatian?

I am trying to use Text to speech capability. I go to TEXT TO SPEECH, open it, click on PREVIEW VOICE and do not hear anything. All the other sounds work just fine - music, games, Windows notifications. What am I missing?
