It won't work.As it states in the article you may need to activate by phone.
From a command prompt type slui 4 and follow the prompts.
It says "Applies to: Windows 10". Also, Windows 8.1 doesn't include the activation troubleshooter (Windows 7 too)If you read the top it applies to 7, 8.1 and 10

I had a similar issue with my software I got from school. It's all enterprise and after so many years the keys are shut down and you can't reactivate even if it's on the same computer.
