Windows 7 Active Title Bar Personalization

I've seen a few people with personalization issues, but none that are the same as mine. In my case, I'm trying to change the size of the "active title bar" from 40 point to 24 point. When I save the change, no problem. When I reboot, no problem. When I reboot a second time, it's back to 40 pt, and I have to change it back. This is a brand new computer.
