Windows 7 Aero Not Working on Intel Q965

Hello,
I have a Dell Optiflex 745 with an Intel Q965/Q963 Express Video Chipset on it. I did a fresh install on Windows 7 Build 7068 and Aero is not working. I enable Aero and the screen goes black until I do a restart and then all the old settings are restored. I downloaded the Vista x64 drivers for the video card, but Windows 7 keeps telling me the best drivers are already installed. Does anyone have any ideas on how to get Aero working. Thank you.

You've done what you can. That chipset might not have the performance that Windows 7 feels is capable. I took a look and it does not look like a strong integrated graphics chipset. Other question, how much RAM do you have installed?
