Windows 7 App Data Questions

I was going through my AppData folder and I open the AppData>Local folder and see the following folders than when I open them they are empty:

So my questions are: what are they for? What program or programs are creating them? Is it okay to delete them? Is it okay to delete stuff in the AppData folder for programs I don't use anymore?

If you examine them, you will find they are all empty. They are created mainly from the use of the Windows Live mail, Outlook and, sometimes, as a result of new installations. They are 100% safe to delete.
Fwiw. They are "hidden" folders/files, and , on the installation defaults, would not be visible to the average user. As empty folders, theye are not using any resources and are only "visual" clutter.
