Windows 7 Are mouse settings per user only?

We have a public windows 7 machine that is on our domain, which everyone can log into by their useraccount. The mouse we use for it defaults to a super sensitive level (it scrolls too fast). Rather then replace the mouse, I'm wondering is it possible to configure the mouse settings to that it stays the same for every user, or are the settings per user only?
 
I haven't tried this but it makes sense that you should be able to go into regedit on the user that has the "good" settings, navigate to HKEY_CURRENT_USER\Control Panel and right-click on the Mouse key (looks like a folder) and choose export. Then copy the .reg file that you exported to the other users and double click it to append it to the registry.

IMPORTANT! This involves editing the registry so before double clicking it on the new users, first test it on ONE user to see if this method works. So BACK-UP the "mouse" on one user (in case something goes wrong) and try it on him.
 
Mouse settings are being kept with the Themes (your desktop background). If you save the theme, you save the setting.
