There is an app here that, when opened, causes all AutoPlay optical media settings to revert to "Take No Action."

Is there an AutoPlay setting that can thwart this, in the same manner that a file can be set to READ ONLY?

If you mean something is resetting all your AutoPlay settings, did it ask first, and what might that app be?

The app is NTI's Media Maker 9. And no, it doesn't ask. When the CD audio burn module is launched it causes all AutoPlay preferences to reset to "take no action."
