Windows 7 Backup and restore programs with user data

In Android there are apps to backups all apps with data and restore them, is there something similar in Windows? to backup certain programs with user data associated with it? I don't mean full partition backup. For example: backup "WinRAR" with all the settings and registry keys and restore it later?
