Windows 8 Boot to blank login screen and cursor not able to run explorer or Task manager

Specifications are as follows:
ASROCK - 970De3 u3s3
8GB ram
AMD- FX 4100 Black edition
WD10EZ
WD500
GTX 550 TI evga
650w Thermaltake psu

The problem is intermittent, I changed my bios time, which for some reason was off and I was able to boot successfully, but this error is continuing as well as an issue with KMSELDI service stopping unexpectedly.
I'd like to try and figure out what driver that is that's failing in the error log.
 
Solution
You could try making sure Windows isn't corrupted by running the sfc (system file checker). Open an admin command prompt and type:
sfc /scannow
Press enter and await results.

Personally I'd view any third party driver as suspicious and would update everything.

I found the link below while searching for Event ID 219. It does refer to Windows 7, but there may be some good info to help.

For some reason, I seem to relate WPD with wireless printers or something on that Bus and may show up in Device Manager below the USB section. But I could be mistaken.

KMSELDI seems to be related to some type of GUI and developed by ELDI, if you know what that is, updating as kemical suggests might help.
