Windows 10 Can i remove the following programs?

I have 2 files on my desktop, infuser.dll and infuser.ver, Not sure what these files are or where they came from, not sure if they're related to windows 10 or any important system files, wondering if I can go ahead and remove them or if they are some important files needed for something. Just dont want to remove them and have it screw up my pc. Any feedback is appreciated.

If they're on the desktop they can be removed. DLLs in use would never be on your desktop.

So i deleted them through the recycle bin and i noticed that they popped up back on my desktop, any idea what they could be?

Well deleting a file isn't really uninstalling anything. Normal programs won't restore files like that. Can you zip the files and upload them here for analysis?
