Windows 7 Can you Set the Taskbar to NOT "Always on Top"?

I have moved my taskbar to the right hand side of my screen to make up for the inability to create additional toobars. But now whenever I reach for a scrollbar the damn taskbar slides out.

Can it be set to NOT.. Always on top?

There is no way through customisation. But possibly a third party application has been written which takes care of it??
Autohide, and the use of transparency, is, for the moment, the only solution
