Windows 7 Cannot "access Windows Experience Index"

When I click on "rate this computer", nothing happens. No score has ever been established on this installation. Could some feature be turned off?

Solution
Most likely cause, assuming a succesful install, is a hardware malfunction.
Open the device manager and see if you have any yellow annotations there. If so try an update of those drivers. In particular, uninstall the graphics card and reboot for a reinstall.
Windows Experience Index has a log file "%SystemRoot%\Performance\WinSAT\winsat.log". That may give some relevant details.
