Windows 7 Can't choose wifi?

In Win7 on my laptop in the bottom right there is a little wifi icon that you left click to pull up wifi networks and right click to troubleshoot. The thing is, when I left click it, the wifi networks available don't pop up. I have to go to control panel and network stuff to see available networks and all it does is pull up that menu in the bottom right that I want. Why isn't my left clicking working?
