Windows 8 can't configure speech recognition

Hello
I tried to use windows speech recognition but i get an error when i clicked the device.
"speech recognition could not start because the language configuration is not supported "
I tried via the control panel to configure the windows speech but i can not open any property page.
I see only a text line "configure your speech recognition experience" and cannot click on it
