Windows 7 Changing Taskbar to Other Monitor

I would like to set my primary monitor to my tv but my taskbar on the laptop screen, is this possible? I would like to do this because I want to play games on fullscreen on the tv but i like having the taskbar on the laptop screen.

What prevents you from playing games full screen on the TV if it is the secondary?
