I'm running a Windows Server 2019. It is very slow. Is this why? My memory is all used up? What should Memory % be for a server? What is the optimum or expected value to make a server run smoothly?

Solution
Very high memory utilization can cause thrashing. That is when the CPU constantly has to page data in and out of memory. I would try to keep the average memory use between 50-70% to avoid thrashing. Ram is cheap, so if this is a physical box buy some ram, if it's a vm power down and bump up the ram.
