Windows 10 Confirm my memory problem?

I'm running a Windows Server 2019. It is very slow. Is this why? My memory is all used up? What should Memory % be for a server? What is the optimum or expected value to make a server run smoothly?

An image from 'Confirm my memory problem?'. Task Manager shows 96% memory usage with multiple processes running under Admin user.

Solution
Very high memory utilization can cause thrashing. That is when the CPU constantly has to page data in and out of memory. I would try to keep the average memory use between 50-70% to avoid thrashing. Ram is cheap, so if this is a physical box buy some ram, if it's a vm power down and bump up the ram.
