Q. Is there not a way to adjust the default icon for Control Panel, NOT as a shortcut but from the actual original desktop icon in Themes> Desktop Icons? It seems to be the only one that you cannot change the default icon for. I'm wondering if there might be a reghack specific to Windows 10 that allows one to modify the default icon. If a SHORTCUT of the Control Panel is created, the custom icon cannot be pinned to the Start Menu as an app which is why I prefer NOT to use the shortcut.

Thanks for help

I believe you'd need to modify the default value of the DefaultIcon key here. You'd have to take ownership of the key though, grant yourself access, change the icon then change ownership back to Trusted Installer
HKEY_CLASSES_ROOT\CLSID\{5399E694-6CE5-4D6C-8FCE-1D8870FDCBA0}
