Windows 7 Counter Strike 1.6 bug problem... HELP PLZ!

I have this problem that every 6\7 seconds my game gets stuck for like 1 second,
and when I play serious games this problem becomes very serious.
I have tried to change video resolution and renderer, but nothing changes.
If I open a New Game just by myself I have no problems.
This means that nor video and computer technical problems are involved in this particular problem..
I have Windows 7 Home Premium. I have a strong computer and graphic-card.
If anybody has any idea for a factor to this problem, please help!
