Windows 7 CPU usage increase ping

Hello everybody i am new here and i have first problem
I am using W7 64bit 7100 RC
i have
MB asus P5K premium black pearl edition
E6750
4gb ram corsair
8800GTS
seagate HDD 500gb
i discovered problems with latency.... sometimes when i played counter strike i had little lags while shooting its unable to control recoil... and today i have discovered with mistake one thing....
when i use lot of applications which uses lot of CPU example SUPER PI
i my latency increase from 1ms to 12ms and its is lot of creppy 12 10 15 8 20...
its something wrong with my computer??? or its windows7 problem??
on computer which using my brother with windowsXP i have still 1ms ping we are connecter by lan

Could u help me please?? i tested everything

i am installed 7600 and its still lagging ( does anybody know which par of hardware can do this? is my processor damaged?

i have this problem too! but i know its windows 7 fault! but I do not know how to reduce latency but you can try Reduce game network latency in Windows 7 or Vista Life & Code its help for many ppls but not for me
