Windows 7 Creating a new user without UI

Hello,
I would like to create a new user for programming purposes i.e the user will have access to computer resources only through applications I plan to write. Such a user should not be able to log in from main Win7 logon screen - in fact, the user should not even be listed on that page. Is it possible?
