Windows 7 Cut & Paste of Graphics Lock Computer

No matter what method is used as soon as I cut a graphic, whether it is of the desktop or some other source, the computer becomes completely locked as soon as I paste the image.

Pentium 4 3Ghz -- 2GB RAM - 32 Bit system

Works for me. Likely has to do with your extremely outdated graphics controller.
