Windows 10 Dark Theme for Explorer in Windows 10 Home

I just installed Windows 10 Home on my PC and left it to get updated. After sometime when I checked it showed no updates available and it was updated to build 1803. But when I enabled dark theme it wasn't applied to Explorer. How can I enable it?
Every suggestions are appreciated...

Create a new local user, does the dark theme work on it?
