Windows 7 dxgmms1.sys thread CPU Usage 100%

I've been trying to troubleshoot a very sluggish Windows 7 install for a couple days, and need help finding the cause.

The culprit according Process Explorer is that the System Process runs at 100% CPU usage, and when I view the threads, it's actually dxgmms1.sys that's doing it. Does anyone know what that file is (guessing something DirectX related) or how I might be able to fix it?

I've tried 3 versions of the nVidia drivers (182.50, 185.81, 185.85) and even tried the Vista drivers. All with the same outcome.
This is a Dual-Core Xeon, 4GB RAM, Windows 7 64-bit; nVidia Quadro FX 3400/4400.

I search for a driver based on your card and there is not Vista driver as far as I could tell.

Go to Control Panel > Device Manager and see if any entry is marked with a yellow flag.

Also try downloading this free utility which gathers all the information you need.

SIV (System Information Viewer) 3.36

Look for the mother board information under Hardware > Motherboard.
