Firefox does not download anything

Windows 11 23H2 fresh installation.
Firefox fresh installation.
Multiple Addons result in Download error.
Multiple common popular websites downloads result in download error.
No networking issues, internet very fast, consistant, no VPN. All Windows optional and required updates. 3 AV scan no viruses.

If you are experiencing download errors in Firefox on a Windows 11 23H2 system with a fresh installation, there are several potential causes for this issue. Here are some troubleshooting steps you can take to address the problem:
  1. First, Ensure that you have the proper permissions to download files to the selected download location and also change the download location.
  2. Reset Firefox to its default settings by typing "about support" in the address bar, and then clicking "Refresh Firefox."
  3. Disable all Firefox add-ons and extensions to see if the problem persists. If the downloads work after disabling the add-ons, re-enable them one by one to identify the specific add-on causing the issue.
I was able to reproduce the error, but only by disabling my internet. You can open dev tools and look for the error message and the associated action that failed.

Could be an extension, endpoint protection or some other unknown blocking the download. Could also run procmon and look for write errors to the extension location
