Windows 7 how do i delete a program that IS there but win7 thinks not!

An image from 'how do i delete a program that IS there but win7 thinks not!'. Error message shows a missing file prevents uninstallation of Free Desktop Timer software.

Solution
Best alternative is to just delete the folder from program files. This may leave registry entries and you could tidy this up with a reliable registry cleaner such as ccleaner. If you do this make sure you use the option to back up the registry which cleaner will offer you prior to confirming the changes.
Try reinstalling it first - that will probably set up the uninstall procedures.
 

sadly i no longer have the software and the company appears to have closed and the 'replacement' would not install!

What's the name of the program? There are some sites that do have old software for download.

You might be able to use a program like Glary Utilities or Ccleaner (I think) and fix invalid shortcuts and such and might be an option in there to get rid of these phantom programs.
