I insert a DVD+RW with some movie files on it into the dvd drive of my computer.
A couple of seconds later the dvd drive appears in my Windows Explorer (under 64bit Win7) and the
movie files can be seen in a section "Files currently on the disc".

Fine so far.

But the much to my surprise ALWAYS another section appears:

"Files ready to be written to the disc"

which contains a files desktop.ini

How can I permanently get rid of this listing stuff?

Where does it come from?
What tells WinExplorer that this file should be written to disc?

This is normal and should happen. BUT it is a hidden file and the reason you are seeing it is probably because you have your settings set to see hidden files. Disable this setting. Read about it all here:
