Windows 7 How to block IE access

I need to block access to IE for one user ID. From what I have read the Microsoft tool that did this is no longer supported for Windows 7.

You could use Application Blocking using Parental Controller Link Removed due to 404 Error

Thank you Captain, but have you tried this and did it work? If so what did you do? I selected only use the programs I allow. I did not see iexplorer.exe in the list so I attempted to add it and recieved a message stating that this application is always allowed to run.
