Windows 7 How to Maintain Partial FTP Download Progress When Disconnected

I am using a Windows 7 64 bit OS and I need to download a large driver from Epson over a slow connection in Afghanistan. The connection frequently times out, and I have to start the download all over again. I am using the auto-download for the web site and choosing to save to a directory.

I remember that there is a feature that saves the progress of the download so that if you reconnect then the file download picks up where it left off.

Can anyone share with me how to do this with Windows 7? Other FTP solutions are difficult to use when using the Epson website as the jump off point, though I suspect some of you could explain how to do that as well with a separate FTP program. If Windows 7 can be made to do that then I would prefer it.
