Windows 7 How to overcome 'Access Denied' message

When selecting some folders on my C drive, but not all of them, the following message pops up,
C:\"folder name" is not accessible. Access is Denied.
Why is this occurring and how can it be overcome?
Running W7 Pro and all updates have ben installed
