do not have a toolbar and cant seen to get one

Hello,

Assuming that you are able to open IE 11 try these steps to get the tool bar.
Open IE. The IE window would have a blue bar at the top (which also has the minimize and maximize buttons). Right click on the empty space below the blue bar and cloose one of the options that you are looking for. Next, press the Windows key + R on the keyboard. Type inetcpl.cpl and click on ok. Click on advance tab. Look for "Enable 3rd party browser extensions". Ensure that its checked and click on apply then ok.
