Windows 7 IE8 + Other Windows Program help.

Hi,
I'm having a problem which a few other people seem to be having, IE8 Windows Live Messenger, Mail etc. or Online help won't connect. Mozilla works fine, my other programs connect BUT when they try to show an internet part of the program it says 'The program cannot diplay the webpage'.

PLEASE HELP! I don't wont to have to start at tthe begining again!
