Windows 7 installing a hard dive problem

I installed a 3TB drive but my system only sees 1.99TB
what could I do to fix this, I think it should be about 2.75TB
using Windows 7 U,
Don't know the computer type, it's been rebuilt a few times
it's the C drive i'm talking about

Did you do this? Initialise the disk as a GPT disk to see anything over 2TB. Then you
can create partitions and format them how you wish.
