Windows 10 issues with a pc reset

ive recentlydone a full reset of my pc. However, its unable to complete it. The pc says it has an issue and needs to update, but when i try to update it the thing just resets and does it again. I cannot access anything other than info on my location, is there a way to fix this

to anyone with this issue, ive found that turning the pc off by the power and letting residual electricity drain out is the only fix. Dont bother asking about it, people dont listen and suggest things you dont have access too
I would do a re-install of Windows. You can choice the option to "keep files and applications"

not an option. Like i said, all i can access is my location information for setting up a pc. Theres no login, and no other options besides disablility applications.
if i restart the pc, it opens to this again. If i click next, it tells me the reset failed because it needs to update. but when i try the update, it says "just a moment" for a few minutes, restarts and then im back to filling in my location. Theres no other options, and no tools like auto repair open
 

You need to make an install disc or usb from another computer
 

You can try using a system restore point from the recovery console if one is available but most likely you will need access to another system to create the usb and re-install.

Solution
The recovery console is a built-in partition on pretty much every Windows computer and the fact you can't use a friends computer to create a recovery tool isn't our fault. We can offer ways to fix your issue but if you can't do what's suggested that's not on us. Regardless it sounds like your system was hard hung and glad it's resolved.

You have more problems if you need to turn the power off to get it to complete. I'd be checking your psu ASAP
