Windows 8 Language pack is not available

hello,
I want to install a language pack for "windows display language" (in Hebrew), but I say "language pack is not available".
What could cause this failure?
It should be noted that Hebrew has been installed on the computer so I can type in Hebrew, just as language menus can not be downloaded.

First of all, thanks for the reference to my problem.
And to the point, all of my entanglement is step 6 where you have to download the language pack - where it says to me that the package is not available. So I asked what could cause the package to be also available.
