Windows 8 Laptop External Wireless Keyboard and mouse misbehaviour

Dear sirs,
I am using Windows 8.1 in my laptop. Working with wireless external Keyboard and mouse with separate dongles.
If I want to restart Windows on My laptop the booting procedure will start only after pressing
any one of the button on the keyboard of the laptop (Not on external key board). In addition to this problem, Occasionally
external keyboard and mouse behave unexpectedly. But Pressing any key on the laptop keyboard
returns to normal. Clicking on any icon on the desktop or in Windows Explorer with the mouse, Only the top most icon will be selected.
Pressing any key on laptop key board at this moment will return the laptop to the normal condition. What is the cause of this problem? Please help me
