Is it possible to have a local user and a domain user on the same laptop? For example, on a laptop that you get from school, have a domain user (school account) and a local user (personal account.

Yes it's fairly normal to have both. If you're not an admin on the system you won't be able to create any accounts on it though.

I strongy advice against using or performing any private stuff on a computer that is own by your school or your employer...

In this situation there is NOT PRIVACY at all... So get your self an own computer and use the school/work computer for school/work related stuff only..
