Low recording levels for external microphone

I've gone into Sound Settings to maximize recording levels when a table mic (Audio-Technica ATR2500x-USB) is plugged in, but the levels are still very low even though I'm reasonably close to the mic. That's obvious just from listening to test recordings (with the playback volume on high), and Windows quantifies it: When I conduct a test in "device properties," the results say "The highest value we saw was 7 percent" even though the recording volume is set at 97%.

I checked Device Manager to see if I should update the driver, but it says I have the latest one. I assumed the problem was with the mic itself, but Audio-Technica replaced it with a new one and the problem remains. (I'm running Windows 10.0.19044 Build 19044, by the way.)

Any thoughts?
