Windows 7 Missing file COMDLG32.OCX

Okay so hello everyone, i downloaded a program and i tried to open it, it gave me this error:

Component 'COMDLG32.OCX' or one of its dependencies not correctly registered: a missing file or invalid.

I browsed trough a couple of forums and downloaded the file to system32, and then register it with:
regsvr32 %systemroot%\system32\comdlg32.ocx.
I've tried the same in the map sysWOW64.

Can someone please help me with this?

What program are you "missing" it from?

A program I used to use a few years back, whose name escapes me!**, used to complain of this, at the time I had to drop it in the programs own folder.
